Getting proxy connect error?

One of the backend servers is acting quirky at random times. If you get the following error from news.binaryboy.com, please let me know as soon as possible so I can notify the admin:

550 Proxy connect failed (13.0.0.3:119) (No connection could be made because the target machine actively refused it. 1 osec)
550 PROXY FAILED sending command
