Another bandwidth increase: 12GB to 15GB

Looks like the average usage on the $9.95 accounts is lower than expected so I can increase, at least temporarily, the cap from 12GB to 15GB per month. This might become a permanent change.

Also... the nifty new subdomains are active for the new servers:

nyc.binryboy.com - New York server farm
phx.binryboy.com - Phoenix server farm
ams.binryboy.com - Amsterdam server farm

The old ones will continue to work as well.

The 15GB accounts were buggy but are now working.
